Technical and environmental studies delivered for a desalination plant in Comondú
The 2,000-page file includes the Environmental Impact Statement and the Technical Justification Study for the project in the Matancitas ejido.
Comondú's water desalination project moved forward with the delivery of its technical and environmental studies, a required step before seeking federal permits. Governor Víctor Manuel Castro Cosío witnessed the handover, according to the State Government.
The documents delivered include the Environmental Impact Statement (MIA) and the Technical Justification Study, compiled into a file of more than 2,000 pages and prepared with the participation of the Autonomous University of Baja California Sur (UABCS). The project is located in the Matancitas ejido, in the municipality of Comondú.
"Water and energy are vital elements for the sustainable development of communities," the governor said during the handover, which also drew UABCS rector Dante Arturo Salgado González and Comondú municipal president Roberto Pantoja Castro.
Comondú is one of the most water-stressed regions in Baja California Sur: the Santo Domingo Valley, the state's agricultural heartland, has run on an overdrawn aquifer for decades, with saltwater intrusion that has raised costs and salinized water for human use. A desalination plant aims to open an alternative source that does not depend on groundwater.
Delivering the studies does not mean construction starts right away: the MIA must be reviewed and authorized by the federal environmental authority before building can begin, a process that can take months. The published file did not yet detail the plant's capacity in liters per second, the investment amount or the number of residents who would benefit.
For residents of Ciudad Constitución, Puerto San Carlos and the municipality's communities, the useful thing to watch is when the environmental ruling is published and the construction timeline set — information that state and municipal authorities are expected to release as the project advances.

The utility is fixing a break in the 24-inch line that carries seawater to the plant; during the repair there will be rationing in neighborhoods, with priority for schools, hospitals and the most underserved areas.

The municipal water utility reports a general disruption after the power grid failed at several wells of aqueducts 1 and 2 and at the Cabo San Lucas desalination plant.
The utility is working with two FISAM units along Boulevard Marina and streets near the marina basin, and expects normal service within two to three days.
